O's come to terms with Josh Hart, close in on Hunter Harvey (O's announce Sisco deal)

The Orioles have agreed to terms on a signing bonus for their second draft pick, high school outfielder Josh Hart, and are getting close to signing their top pick, pitcher Hunter Harvey, a Major League Baseball source said. Hart agreed to a signing bonus of $1.45 million, just under the slot value of $1,508,600 for that pick. Meanwhile, a source said the O's have made a contract offer to Harvey and the sides are considered very close to a deal at this point. Hart was taken out of Parkview High in Lilburn, Ga., with the 37th overall selection in the competitive balance round A that followed the first round. He will have his physical next Monday or Tuesday in Baltimore and then his signing will be official and he is expected to start his career in the Gulf Coast League. The 6-foot-2, 180-pound lefty batter and thrower hit .449 with 18 extra-base hits, including five homers, along with 29 RBIs and 34 steals in 36 attempts over 36 games. He was ranked as the draft's 57th-best prospect by Baseball America. The Orioles think he is a five-tool talent that is strong defensively and could remain a center fielder as he works his way up through the minors. The 18-year-old Hart had a Georgia Tech commitment. The night they drafted Hart, this is what O's scouting director Gary Rajsich said about him: "Hart was also on our list of five to seven guys we would have taken with our first pick had (Hunter) Harvey not been there, so obviously we're thrilled. To get both of them, we are really ecstatic about it. "Hart is a dynamic player. He has a really good chance to stay in center field. He has five tools now, so you don't have to project. Just a matter of time and playing and that he gets bigger and stronger." If the O's get Hart and Harvey, their only unsigned top 10 round pick will be Youngstown State third baseman Drew Dosch, who is a seeking a deal over the slot value of $163,800 for the 219th selection. That negotiation could go down to the July 12 deadline, but Dosch cannot play right now anyway after undergoing surgery May 17 for a torn ACL. Dosch is expected to make a full recovery for next season.
